Abstract. The infrastructure profile of territories in modern conditions is becoming the most significant factor in improving the quality of life of the population, creating conditions for the implementation of the educational and cultural potential of residents, and meeting their key social needs. The purpose of this study is to assess the population's perception of the potential and role of business structures in the development of the infrastructure of modern cities. The research methods include questionnaire surveys of the population conducted in 2023 (N = 844) and 2025 (N = 968). The design of the two waves is identical. The research materials are supplemented by the results of a focus group (n = 8, targeted selection, 2025). The results of the study showed the presence of certain problems in the development of social infrastructure, mainly in small cities. At the same time, residents for the most part do not associate overcoming existing dysfunctions with the active participation of business in the development of the infrastructure profile of territories, placing the main responsibility on the authorities. Low expectations of the population indirectly indicate a low level of reputational capital of entrepreneurial communities. It can be assumed that there are communication gaps in the interaction of key subjects of urban development, the absence of a foundation for their mutually beneficial partnership. The novelty of the presented material is associated with the interpretation of social expectations of residents and their narrowed perception of the role of business in the development of urban infrastructure. Established ideas about the traditional ethics of entrepreneurial egoism can reduce the potential for solidarity of local communities and slow down the practice of social investment in the development of urban territories. The practical significance of the study lies in the possibility of using the obtained results to establish social communications in the urban environment and consolidate the efforts of the authorities, businesses, and the population in solving socially significant territorial problems.
