Abstract. This article presents the results of a trendy sociological study on issues of the governance of the sphere of culture at the regional level. The study was conducted in three stages in 2001, 2016, and 2025 using a unified program, methodology, and tools. This analysis examines the dynamics of the transformation of public consciousness regarding culture and state cultural policy over the past quarter century. The study focuses on changes in assessments of the activities and role of state institutions in the development of the sphere of culture. The dynamics of research results regarding culture as such demonstrate an increase in consumer attitudes among the population, while general indifference has decreased. Empirical data also indicate a consistent increase in population support for current cultural policy, indicating the emergence of a strong consensus in public opinion regarding the advisability of state regulation of the sphere of culture. The study's overall results demonstrate significant shifts in the population perception of the state's role in the governance of the sphere of culture. Within the "state-population" system of governance, respondents' assessments have shifted in favor of the former in determining the development of the sphere of culture. Moreover, by the end of the first quarter of the 21st century, changes have been observed not only quantitatively but also qualitatively: the dominant view at the beginning of the third millennium that cultural policy should be conducted primarily in accordance with population opinion has given way to the state's primacy as a governing entity. At the same time, a downward trend has been observed among respondents indifferent to culture issues and those convinced of the autonomy of cultural development. In the current situation, systemic measures are required; without them, culture will be perceived primarily as an element of leisure rather than as a tool for development and social integration.
