Abstract: This article concerns the analysis of the political and legal values of Russian citizens. With the results based on the social survey of the Volgograd region residents, the authors have concluded that the majority of them keep to the passive civil position regarding the political and legal problems solution, thus being infantile towards the state. This article reveals the reasons of the value system transformation in the modern public conscience.
