Abstract: This article analyses the development of the public relations in the fast growing country of China. The author considers the new system specifics contributing to the new open information society development as well as to the social changes. The new open society presupposes the way and quality of life considerably dependent on the level of scientific knowledge, and the means of information and communication technologies employment.
