Abstract: The author substantiates the role of social and cultural approach as a mediating link in the process of transforming social and philosophical conceptions, social theories into social projects and technology. The article deals with the description of a multi-level model of culture which can be represented as a model of social integration and used for analyzing practical and political problems of modern Russian society.
