Abstract: On the basis of approaches in national political theory, the authors analyze the concept of 'policy elite' and prove their position with the results of regional empirical study. The authors examine the characteristics of regional policy elite, its ways and forms of recruitment and evaluate the extent of its involvement in regional modernization projects.
