Abstract. The article provides the results of sociological research (n=73) which served as a base to analyze the problems of regional motivation systems and labor activity stimulation: the lack of a systematic approach to staff motivation, the lack of incentive effect and compensation criteria, the lack of incentives diversity and flexible incentive programms and others. The author proposes an algorithm of developing incentive programs as a mechanism of a company resources distribution.
