Abstract: An attempt was made to identify the motivation of the development of man and society. The core of this motivation is the way people think of happiness that emerges in existence and forms in public consciousness. The genesis of goal setting in the context of the prevailing interpretation of happiness in the philosophical minds of Europeans was considered. The transition from introvert understanding of happiness to the dominant of limitless consuming and search of happiness in the material benefits of civilization was shown. The essential features of future goal setting were identified.
