Abstract. The article actualizes the main problems and contradictions of forming the system of local government in the Russian Federation. The author proves the need to create conditions of forming the stable professional identity of municipal employees during the vocational training. The article presents the sociological research results of formation degree of future municipal employees' professional identity at the final stage of vocational training and that of municipal employees from Kemerovo region with working experience from one to three years. The conditions of forming the stable professional identity of municipal employees are revealed. These include the high degree of profession choice satisfaction, successful mastering the elements of professional culture, absence of value contradictions between a person and a chosen professional activity, the interconnection of theory and practice during the vocational training, formed desire to work by profession after graduating from a higher education institution. The author makes conclusion that the complex target-oriented approach is necessary in dealing with the problem of professional identification of municipal employees in the regional context.
