В статье представлены результаты социологического исследования, проведенного в Крыму и Севастополе в 2023 году. Целью исследования было выявление экспертного мнения о процессе трансформации здравоохранения Республики Крым и г. Севастополя после вхождения в состав Российской Федерации, его оценки врачебным персоналом с точки зрения обеспечения качественной медицинской помощи населению и улучшении условий работы врачей. Использован метод полуструктурированного интервью. В исследовании приняли участие 15 экспертов, соответствующих целевой выборке: медицинские работники с высшим образованием (врачи) государственных бюджетных учреждений Крыма и Севастополя со стажем от 10 до 30 лет, имеющие опыт работы в украинский период до 2014 года. Эксперты отметили положительные изменения в здравоохранении после 2014 г., связанные с внедрением страховой медицины, расширением спектра лечебных учреждений, однако накопившиеся проблемы невозможно решить быстро. Административные реформы, укрепление материально-технической базы еще не снимают смысловых проблем здравоохранения, связанных с взаимопониманием врача и пациента, их совместным участием в борьбе с болезнями. Ключевой фигурой в процессе развития здравоохранения является врач, его квалификация, профессионализм, потому важны условия его труда, в том числе экономические, психологические, организационные, его уверенность в завтрашнем дне. В интервью ни один из экспертов не указал на повышение уровня жизни, не отметил четкие перспективы профессионального роста. Осмысление медицинской помощи как «услуги» снижает статус врача, лишает профессию внутреннего смысла служения людям. Исследование позволило выявить те болевые точки современного российского здравоохранения, которые влияют на снижение эффективности работы врачей, тормозят развитие партнерских отношений врача и пациента в процессе лечения.

The article presents the results of a sociological study conducted in Crimea and Sevastopol in 2023. The purpose of the study was to identify expert opinions on the process of transformation of healthcare in the Republic of Crimea and Sevastopol after joining the Russian Federation and its assessment by medical personnel in terms of providing high-quality medical care to the population and improving the working conditions of doctors. The semi-structured interview method was used. The study involved 15 experts corresponding to the target sample: medical workers with higher education (doctors) of state budgetary institutions of Crimea and Sevastopol with work experience from 10 to 30 years, with experience in the Ukrainian period up to 2014. Experts noted positive changes in healthcare after 2014 related to the introduction of insurance medicine and the expansion of the range of medical institutions, but the accumulated problems cannot be solved quickly. Administrative reforms and strengthening of the material and technical base still do not solve the semantic problems of healthcare related to mutual understanding between a doctor and a patient, joint participation in the fight against diseases. Key figures in the development of healthcare are doctors; their qualifications, their professionalism, and therefore their working conditions are important, including economic, psychological, organizational, and their confidence in the future. None of the experts pointed to an increase in living standards or noted clear prospects for professional development in the interview. The understanding of medical care as a "service" reduces the status of a doctor and deprives the profession of the inner meaning of serving people. The study made it possible to identify those pain points of modern Russian healthcare that affect the decrease in the effectiveness of doctors and inhibit the development of doctor-patient partnerships in the treatment process.
